Many American's had thought before Arthur's official presidency that he would be a "political hack". He supposedly sided with Conkling in a battle between President Garfield and the "latter" about who would take over Arthur's previous job as head of the Custom's house in New York. Although, as the new President, Arthur surprised Americans. He did not do such a thing as be a "political hack", in fact, he made a deal with Conkling and part of his deal was to offer him a spot in Supreme Court as soon as he had become President. Anyone who remembers Arthur remembers his as a strong, faithful leader.
