President Chester A. Arthur was the first president to be sworn into presidency. From then 'till this day, all presidents must take an oath to be sworn into presidency.

During Arthur's presidency, Congress passed the Pendleton Act and Arthur signed it into law. The Pendleton Act stated that Federal Government jobs are to be awarded on the basis of merit and that Government employees are to be selected through competitive exams. Arthur also had a strong interest in fashion. He provided the White House with new furniture and hired a man to place stained glass windows inside the building. President Arthur's legacy was being the first presidential oath, signed the Pendleton Act, and designing the white House during hid presidential authority.
